Submissions are invited on the following topics:
Draft papers must be submitted by April 15, 2010,
and the final paper is due no later than May 31, 2010.
- Systems thinking for 21st century
- Leadership and human development areas
- Performance measurement and quality audit
- Business excellence topics
- Quality systems applicable to government organizations
- Quality management applicable to educational systems
- Quality in health care and quality assessment methods
- Knowledge management, quality management vs. innovation
- Intellectual capital for future wealth of a nation
- Method of self-assessment, quality auditing
- Quality in software
- Quality improvement examples in aerospace and pharmaceutical industries
- Benchmarking, local versus global perspectives
- Leadership in service delivery
- Corporate social responsibility
- Role of standards in quality improvement
- ISO 9000 and ISO 14000 standards
All selected speakers are eligible to have their papers published in CD Rom as Congress proceedings. Observance regarding guidelines on length and format, etc; are required to be followed. Papers from practitioners or those working in partnership with service industries, health care, medical facilities, hospitality industries, banks, retail outlets, supply chain and utilities industries including those in the government organizations, educational institutions, dot-com industries, research and development, and non-profit organizations are particularly welcome.
General Review Criteria
- Must show examples, practical applications, cause and effect, case studies
- Should be original material
- Must have a well-defined focus within one of the above topic areas
- Technical content should be appropriate and used correctly
- Content should advance the quality profession and its body of knowledge
- Those selected as speakers must submit a final paper and Power Point file for inclusion in the conference proceedings
Please note that the submission of the abstract and draft paper does NOT guarantee acceptance as a speaker. We do provide feedback to all submissions but we don't identify the reviewers. Reviewers decisions are final.
The paper and the proposal selection criteria by the Technical Review Committee include the followings:
- Originality of the ideas
- Technical content
- Value and relevance of the topic
- Overlap with other sessions
- Balance with overall conference theme
- Alignment to theme and areas of focus
- Timeliness of the subject matter
The Canadian Quality Congress office will receive papers, abstracts of papers and other proposals via the email prescribed and noted on the Congress website.
Independent, pre-selected subject matter experts review each submission (in blinded format) and rank it on a scale of 1 to 5 under the above-noted criteria points, with 1 being least favorable and 5 being most favorable. Two reviewers send their independent reports to the chairman of Technical Committee. When completing the review, the reviewers use the following criteria:
- How well does the proposal relate to the overall theme of the congress and whether at least one of the identified focus areas is relevant?
- Whether the proposal offers a unique perspective or application or technique that adds value to an audience.
- Whether the proposal would attract a diverse or a narrow audience?
- Whether the technical area of expertise is identified which best matches the content of the proposal.
- Whether the paper addresses the following areas completely and thoroughly, namely the learning objectives and outcomes, demonstrates the applicability of a new or proven tool or technique.
- Whether the complexity of the content being presented matches the experience level of the suggested audience.
- Whether the paper title resembles the content of the presentation.
- Whether the proposal is free of commercialism and personal praises.
- Whether the proposal abstract, description and learning outcomes are in fact used in the paper discussion to arrive at the conclusions claimed in the paper.
A maximum of four co-authors are allowed per paper, but only one speaker per presentation is permitted. The Technical Review Committee looks for any available feedback by the presenter from their past presentation skills from past conferences and may use the references to confirm the presenter's ability to deliver the presentation.
Presentation Formats
- All papers must be submitted in Word 2003 or a more recent format.
- Lecture sessions – primarily information transfer with only a few questions.
- Interactive/participative sessions – discussion of options with only a few introductory comments.
Paper Selection Process
- Draft papers must be submitted by April 15, 2010, and the final paper is due no later than May 31, 2010.
- A confirmation letter will be emailed upon receipt of the draft paper.
- A blind review of the draft papers will be conducted by the members of the Technical Committee using the established rating criteria. Particular attention will be given to those submissions that present the results of continuous improvement based on sound systematic process.
- The selection team reserves the rights to limit multiple speaker selection from the same company or organization in order to achieve a program balance in favor of the theme of the Congress.
- Sessions will tentatively be 45 minutes in length unless otherwise advised by the session moderator in-charge. Speakers may not have entire session time to themselves. Time for questions and answers will be decided by session moderators.
- Each session will have a session moderator. All moderators will report to the chairperson of the Technical Program Committee. The session moderators will be responsible for introducing the speakers and ensuring their compliance with the Congress guidelines and time schedules.
- Presentation will be given in Power Point. Power point presentations will be sent at the same time as the final paper.
- All power point documents must have prior approval from the Technical Program Committee of the World Congress.
The signing of the copyright license agreement is not mandatory. You can opt out by emailing the TQRF email address (above). In all cases otherwise, TQRF Canada holds the copyrights to:
- Include papers in the Congress Proceedings
- Sell papers as single reprints
- Include papers in other journals and publications
- Give permission to others wishing to reprints the text

Any lecture or presentation session may be cancelled or instructor or presenter may be changed or dropped at the discretion of the Organizing Committee. The Congress cannot assume responsibility for obtaining a government Visa to enter or leave Canada, penalties or loss arising from cancelled travel plans, tickets, and any other types of arrangements, for loss of any articles during the Congress, the exhibits, or any associated program. We reserve the right to substitute the sponsorship items in the package deals with other items if the item(s) become unavailable.
